If I delete pictures from the cloud, will they still appear on my device?

I have a Samsung Galaxy Note 4.  I get the msg My Cloud is full.  If I delete the pictures in the cloud on my computer- will the pictures still be on phone since they are saved on a card?  I'm not really sure how the cloud works.  If I delete the pictures from my cloud account on my computer, will the pictures still remain in phone?

Which cloud? Verizon? Google? OneDrive? Another cloud service?
