How do I make a video call on a Samsung s7 with Verizon service.is this option on my phone it self or do I go threw a app on Verizon?

Tap the phone icon, then 'more' in the upper right, then turn on video calling.

Making video calls on your Galaxy S7 is a must, TERZAV23. As jrh4054 mentioned, HD Voice does need to be enabled to use video calling.
