Not all numbers in Group Textsgo through

When I creat a group in my Galaxy S8 in Verizon Message+, some people do not get the texts. The workaround has been to have them load Message+ on their iPhone, But now I have one person in my contact list who never gets the texts in her Android ohine. Even wiuth Message +.
