Yes, this is an update on an upcoming update to the 4.3 update. It is apparently beginning to roll out from Verizon; see http://support.verizonwireless.com/dam/support/pdf/system_update/galaxys4.pdf. According to that announcement, "Non-Samsung chargers will work correctly with the phone." I have been using the Samsung wireless charging pad and have only had minor problems until recently. The problem I was having is that the phone acted like I was taking it off the charging pad and then putting it back on. This process would repeat about every 10 seconds. I could usually stop it from happening by re-positioning the phone on the charging pad. The other day it would not stop no matter what I did. I downloaded the "new" update (VRUEMK2) last night and the wireless charging problem seems to have gone away (so far).

I just got the update this morning in metro Atlanta. I (fortunately) was not having any of the problems it was supposed to fix, but as far as I can tell so far it did not break anything new.

I got it too! I am doing it now. Very leery since the last one my wifi is absolutely horrible and I am running thru data left and right, really horrible update. FIngers crossed!
