I found a note 4 verizon phone to buy to set my suspended line back up that's on my account but they said its blacklisted what dose that mean????

The phone was reported lost or stolen or there is still the original owner's DPP agreement associated with it and hasn't been paid.

Is there anyway to find out if i can use it?
There is IMEI number check site for bringing your own device. That would work. I'm not sure where the link is for it on the Verizon Wireless site though.

Great question, jeffsseely. If the device is reported lost/stolen the owner of the device will need to remove it so it can be used on a different line of service.
