What is a "voice service" block?

What is a "voice service" block? Trouble shooter says one exists on my account after activating a new Samsung Galaxy S5 using the sim card from one of my Jetpacks. I'm unable to cend or receive ANY kind of message.

ELTDRI15, I know that it is strange to see that error message when you're not used to it. The Jetpack's SIM card was only provisioned to use data. We would have to activate the SIM card to your account and adjust the features. However, the best thing is to get a new SIM card from your nearest corporate store > http://vz.to/22bfj7Q if you need one.

means you can't use the phone until the block is cleared....may be tied to old sim card.
