Why do I need to go through a multi-step process to initiate a call using my bluetooth headset? I first need to swipe the screen, then wait 5 seconds while a warning message displays.

Sounds inconvenient. All of my phones were like your old phone. Perhaps a setting within your call/phone settings or in the bluetooth or accessibility options. Some BT devices might have a gear or separate menu of their own within the BT settings menu that you can change.
