when i signed up for my phjone i was told my monthly bill would be $40/month which would be waived in lieu of activation fee. is my activation fee $98

what is my monthly bill i was told it would be $40/mo. and activation was $48 . why is my first bill so high. $138 dollars is fore what exactly because the billing is not clear it just has numbers with no true explanation of charges. what should i expect as a monthly bill.
