Can I block social media apps (or certain apps) during a certain time period, but allow the phone to still have internet access? For instance, can I block social media during school hours but still allow the phone to get internet service for school purposes?

Not necessarily block, however you can just manually uninstall the app, then just reinstall the app once you'd like to use it again. If you are inquiring about this to ultimately have parenting control, I would look into a feature Verizon offer called Family Base, it provides you with parental control over lines on your account.
