If you have family plan to control data usage, then you no longer need it. The 22 GB is per line, and is only a soft cap. Data will only slow down after 22 GB if the Verizon Tower is busy. If the tower is not busy, then you will still get full speed. One phone reaching 22 GB has no effect on other phones on your plan.
If you use Family Base to control usage times or prevent visiting web sites then you still need it.
