Does FamilyBase work like OpenDNS?

I want to find out if Family Base works like the OpenDNS that Netgear has with their routers.  I have content filters on the OpenDNS that I set up and it stops any computer or tablet in my house from accessing certain sites or content that I want filtered out, no matter what type of browser is being used or if a private browser/incognito page is opened.  The only computers that can access all content is mine and my wife's since we have them password protected. 

How exactly does it filter it out, at the server side of Verizon's system?  Will it also work if the kids open up an incognito page in chrome?  What about apps?  Are certain apps able to be filtered out or even certain content in the apps?
