How do you temporarily turn off data to a single phone on family plan?

I have a family plan on Verizon with 2 of the S7 edge and 1 of the iphone 6. 

Is there a way to temporarily turn off data to one of the phones without paying an extra fee?  I thought I've done this in the past but can't seem to find the setting now.

Please let me know.  Thanks.

Yes, there is a way to do it without a fee, but the user of the iPhone 6 can just as easily turn that method off.

Go into the settings on the iPhone 6. Turn cellular data off. Of course, anyone using that iPhone 6 can just as easily go into the settings and turn cellular data back on at any time.

If you want a method which the phone user would not be able to bypass easily, you would have to subscribe to Family Base which is $5/month for your entire account.

I thought there was a free way to turn off mobile data to specific phone.

Was that feature previously available and now gone?
