can't text or make calls when data usage limit is met through familybase?

My daughter has an Iphone 6 and I have a data usage limit set through family base to block the data usage once it is hit, however, she can no longer text or make phone calls either.  Why is this?

We definitely want to make sure your daughter's phone works great for her! That's incredibly important. Do you know if you have any sort of call or texting limit set up for her phone? Do you know if the people she is texting also have iPhones? When an iPhone texts another iPhone they go as iMessages and that requires data. Regular texts to non iPhones should still work though, as should texts to iPhone users if she turns off iMessage. Are they regular calls she is making or Facetime calls?
