1 FiOS STB to two TVs, 1 HDMI and 1 Coax, no audio on Coax TV

I have my FiOS STB connected to 2 TVs - 1 via HDMI and 1 via coaxial cable. the audio on the coaxial connected TV only works when the other TV is on. It's like the STB knows when the HDMI TV is off and thinks it doesn't need to send out the audio signal, so the other TV doesn't get it. Video always works fine, just no audio when the other TV is off. Is there a setting or some way to disable the HDMI control of the STB or something? I previously had the same setup with a Comcast box with no issues, so I believe it's something with the FiOS STB.
