Activating DCT700

I have a DCT700 that I received free with my Government coupon.  I've already activated 3 that came from Verizon and apparently that is their limit.  Anyone know a way that I can activate this?

DCT700's are not eligible for the government coupon.  Only ATSC (OTA) tuners are valid devices for this program as it is for people who get their TV from an antenna to allow digital reception on their analog only TVs when the digital only transmission starts this coming February.  The DCT700 is a QAM only tuner and is not available (to my knowledge) except through a cable provider or possibly through E-Bay (and then they are most likely stolen from a cable provider).
