Verizon Fios seems to accurately recognize the demand for this channel and has allocated bandwidth to carry it. Unfortunately this free community service channel is available in the first and third tiers of programming but does not appear in the line-up for the most popular "preferred" package. Please, Please, Please adjust the line-up to allow this channel to be included.

Typically the contracts for these channels specify the channel must be in the lowest tier.
FIOS does not carry them in middle tiers as it is not cost effective.
They add to the tiers paying the highest as well.

Once the channel is allocated bandwidth it is just a conditional access switch that needs to be flipped in order to make it available. There is no cost involved. Since this is a public service channel the contract does most likely require it to be in the lowest tier but there should be no per subscriber cost so there is nothing keeping verizon from offering it to everyone.
