Block TV Channels and pay per view

Hello, 

I have a rental apartment and I am having challenges blocking pay per view and other channels, how can I block it? Its being charge don MY ACCOUNT, my CC

If the guest wants to rent a pay per view on their own, how can it be set up for there CC to be entered.

It has to be done locally on the box itself. You can go into the settings and setup  parental/purchase pin. 

I guess its possible Verizon could disable on demand but you would have to call them.
