Cable card channels issue

When I scan for channels on my cable card, it only detects local channels and every other channel is showing and encrypted and not detected. They sent me another cable card thinking that was the issue but it's still giving the same problem after validating the card. I've tried everything from unplugging to restarting everything. Not sure what to do.
