I'm traveling, and to my surprise, the ESPN3 website re-directs automatically to ESPNplayer, whose page shows service packages for Europe.
Are we not supposed to be able to receive this programming while traveling?

Almost all contracts these days only license the material for specific geographic areas and/or specific countries. For example NBC has the rights to broadcast the Summer Olympics, but only in the USA. My guess is the events on ESPN3 have contracts that restrict the rights to North America, or perhaps just the USA, so allowing you to watch on ESPN3 outside the geographic areas where they are licensed would violate the contract.
