I no longer get thumbnails so I can skip through programs fast. How do i get them back?

Are they enabled under menu-settings-system-dvr-program chaptering?

Chapter is enabled and it does chapter but without thumbnails. How do I enable the thumbnails? ???

They sometimes are there and sometimes aren't.  Someone explained how they are created at one time.  I don't think they are done on the DVR.  I have some saved shows where they existed at one time but are now gone.
