I have a TV connected to the Verizon terminal box QIP7100 2 and that works fine. However when try to connect an Xbox one to that same terminal via CAT5 link, I get this error message. It does not pull an IP. I tried every setting possible, it's not online.
How do I get the Xbox to get an IP address from the QIP7100 2 terminal?

Verizon STBs do not supply IP access.
You can get a MOCA adapter if you wish and put a splitter to conenct STB and adapter.

Its a device that converts MOCA (technology used to carry ip traffic over coax) back to ethernet.
Google it and you will find devices that you can purchase to do what you are looking for.

I have the console for TV, when I attempt to directly connect a device to it, I get this. XBox 1. I heard that the MoCa device can work to bring the xbox directly online.
Am I correct in understanding that I need to get a splitter and then plug both devices in, the FIOS TV console and the other device, which is xbox?

Yes.
connect a splitter.
Stb goes on one leg and mica adapter will go on the other.
Xbox will then connect via ethernet to moca adpater
