Fios TV One set top box

We had to get a new set top box and swap out the old.  We have the TV up on wall and decided to put the mini behind the TV with the Router and the new set top box up in bedroom and so we thought we could just switch out the old and hook up the new and wait for all signals (lights green, red then white) but for some reason we did something wrong and not working.  I think our mini box should be turned off until the set top box in bedroom is up and running - correct?

Correct.  The main FiOS ONE DVR box must be setup first.
