FiosTV app miniplayer doesn’t play on top of all others?

Using iPad OS 12.5 and iPhone8+ OS 14.3: With any other video playing app (YouTube, NHL.tv, etc.), if I minimize the player and put it in a corner, I can use other apps, check email, surf the net, play a game and the mini-player of the movie or video is always on top playing without a hitch. I can move the mini-player from corner to corner. Yet if I want to play the FiosTV app the same way, it doesn’t work. I can only minimize the player and use the FiosTV app only to get the player. If I try to go to another app, it shuts off the FiosTV app, player & sound. It just seems like this feature should be available with the FiosTV app for accessibility.
