I would like to know if there is a plan so I could watch all of their Games.

If you live outside the Pittsburgh area, then no. The only service that carries all the NFL teams regardless of location is DirecTV with a subscription to their Sunday Ticket.
If you are in the local DMA then all games are carried on your local CBS, FOX, NBC, or ABC (the last in the case of the game being on ESPN) affiliate (assuming the games are a sellout which the Steelers always are).
You could try NFL RedZone.

Red zone only shows important plays and drives that are inside the 20 yard line (the Red Zone - hence the name). It would not satisfy me to follow my favorite team if I were outside the home viewing area for full games.
Unfortunately due to contractual agreements between the NFL and DirecTV, there is only one option to truly watch all the games of an out of network team - NFL Sunday Ticket.
DirecTV now offers NFL Sunday Ticket To Go (NFLST online streaming) without a DirecTV subscription if you are unable to receive DirecTV service (whether it's because you are unable to mount a dish or whatever.)
You may want to investigate that option.
