Verizon told me If I get Icloud I can transfer all my movies that I purchased on my DVR on to my Computer. Is that true and if it Is Is Icloud secure enough to use it?

I assume you purchased movies via VOD?

Only way it might work would be to download movies to phone or tablet via My FIOS app.

Then sync them to Icloud and then sync to cpmputer.

But I have no idea if there is some encryption that wouldn't allow it to be played on computer.

Have to just give it a try.
