Incomplete Street Installation??

I live on a small cul de sac with 11 houses, all of the houses are withing the same jurisdiction. All houses received a hang tag stating that FIOS cable was about to be buried and all yards were marked. When the crews arrived, they only buried cable on one side of the street to five houses. How can I find out when they will finish the street or what the deal is?

When FiOS was first installed in my neighborhood (all underground) they only put the main feed with junction boxes (buried in the right of way) on one side of the street (across from me).  When I ordered they then ran the fiber across the street to another junction box and fished from there through conduit (buried by contractor about a week before my installation) to my house.  So it is pprobably a complete initial install with the rest to be done for specific installs.  Just a guess.
