LMN HD channel - poor quality

I've noticed the video quality on LMN HD channel 641 is quite poor anytime there is a quick motion on screen and also during fades. This isn't a reception error in any way, this is how the channel is being broadcast!

The channel looks perfectly fine on cable tv however, which is very surprising since FiosTV has cable beat on just about every channel! I know FiosTV passes on channels just as received from the provider so it seems that FiosTV is receiving a feed of this channel much worse than cable tv.

The bitrate of the channel on FiosTV is:
1920 x 1080, 29.97 fps, 15.00 Mbps (11.96 Mbps Average).

But the bitrate of the channel on cable tv is:
1920 x 1080, 29.97 fps, 38.81 Mbps (14.98 Mbps Average).

So it appears FiosTV is receiving the channel with extra compression!

Is there any way FiosTV can request the higher quality version of the channel from the provider?

I am in VHO15A if that matters.

Please see the screenshots of the channel below for the video macroblocking quality issues I am referring to (click the thumbnail for a full size version). The first few pictures came from a segment that was constantly blocking for over 60 seconds as it featured the characters running through the woods.

Since it has been over a month, is there any news of a possible fix to the blocking on this channel?

(There has been no change yet.)

I was able to check the channel out on another cable tv provider and, like the first cable tv provider I tested, it also does not have the blocking issues seen on FiosTV.

It just seems so odd that only FiosTV is being provided with a poor quality version of this channel!
