MLB Extra Innings - Same game being played on both HD channels

This is about the 5th time this has happened.  According to the guide, MLB HD #1 is supposed to be showing Astros vs Nationals.  MLB HD #2 is supposed to be showing Cubs vs Mets.  But both channels are playing Astros vs Nationals.  Why is the Cubs game not being shown in HD?  It's not like the game is blacked out, because it's showing on the SD channel.

I am in Philadelphia and HD1 and HD2 channels played different games, not the same game at the same time.
