NBC Sports Philly - Sixers Games Streaming Local Blackout Rules

Did the rules for what Sixers games can be streamed on my phone (and in what context) recently change? If not, they seem very confusing and arbitrary. Can someone explain? I swear they all used to be available as long as I was on my own Fios WiFi but that seems to have changed.
