Do you mean as a stand alone app? You need a tv that has an App Store to first get it, then when you install it the Netflix may also request a code that shows on the screen. After entered you then need to sign in with your user credentials and password. Or if necessary join the service.
You don’t say how you are trying to access Netflix. If you are trying through a smart tv or Blu Ray player on your home network, you must insure you have a network connection first. Sometimes deleting the app and reinstalling it makes it function.
