Picture jitter on some HD channels on brand new TV

With the Fios One STB, I've noticed significant picture jitter on some HD channels. Most channels look fine and the picture is great - CBS, FOX, ABC for ex.  All motion effects on the TV have been turned off. Why would most channels look great but other HD channels have so much picture jitter?  Thanks.

When you say jitter are you referring to the entire picture, or motion artifacting on fast moving objects?
