When using Visio smart HD TV to watch netflix and youtube picture fills screen. Any program watched through FIOS MTRS QIP7100-P2 HD box is barred-out on all sides, making picture much smaller than screen. Tried every option in Television set-up menu to correct and no change in picture. What is the problem here?

Are you connecting box to tv using HDMI or component cables?
If so, check under menu - settings to make sure tv is set for 16:9

ooh. Only choice going to box is coax. But can move box and make connection from box to tv HDMI instead of coax. This would help? Does the 16:9 setting still apply?
Absolutely need to be HDMI or component to get HD picture.
And yes, 16:9 still applies.
May auto select once you use HDMI, but can't be 100%.
Yup, worked... rookie mistake. HDMI or better after the box.

I have a somewhat similar issue: SOME (HD) channels appear in full picture, others (such as BBC, channel 107) appear in smaller format. How do adjust? Thanks in advance.

Most channels less then 500 are not HD. In some areas a few local subchanneks in the 400's may be HD.
