Pixelated picture and lagging audio when watching On Demand programs

Is anyone else having this issue: Picture quality is terrible and pixelated, and audio is delayed (does not sync with the picture) when watching On Demand programs.

Could be a bad box if only happening on one. Router could also be the issue. I would call in to troubleshoot.
