Pixelating and not smooth TV

Lately my TV on demand is pixelating on certain channels and on regular TV (not on all channels) my picture seems to be running slow and it makes the picture "choppy".  In other words, when you watch a program it sorta looks like slow motion.  Its actually makes you dizzy when you watch.  Any thoughts or ideas from anyone or do I have to call service?  Thanks in advance.
