Can the Fios set top boxes and DVRs be purchase, rather than renting them?

I don't beleive any cable provider offers their STBs for sale.
As stated, you can purchase TiVO or other cable card compatible device to view channels.

But you will lose access to VOD content.

And don't buy any STBs from eBay. They are all property of FIOS and will not be activated.

I don’t believe they can. Like cable tv they make money on the set top box rentals.

however you can purchase a TiVo and use that to watch tv etc.

Cable companies won’t let you purchase a set top box as they can make much more money by renting you the STBs for years rather than letting you purchase an STB out right. A STB/DVR costs around  $300 to $400. 
 In Canada the cable companies give their subscribers a choice to either rent or buy STBs!
