I have the espn mobile app using fios as my cable provider. How is it that you air all the Syracuse Orange Basketball games on channel 10 WLNYSD but it is constantly blacked out on the espn app? Also you can't watch channel 10 on the fios mobile app. Very disappointing

Those rules are set by channels not FiOS.
Most likely the deal channel 10 signed to carry games gave them exclusive rights in your area. And they have chosen not to let FiOS stream their channel via app. Try contacting them for details.
