Static Picture & Sound when turning on Samsung TV

When I turn on my TV using my remote, the picture is a static mess, and the volume is ear shatteringly loud. I try the off button on the remote and after the usual time lag I have come to expect, the TV comes back on perfectly fine. This has only been in the last 2 weeks. We are outside of Philadelphia and our build is 7.5, still.

I have 3 Samsung TVs and haven't had that issue.

Are you using STB remote or Samsung remote.

Is the STB always on?

How is TV connected to STB?
