Technical repair appointment

Technical service, repair appointment.

Got 8 AM - 12 PM time window, no one showed up, and no communication.

I called the service, got another time window 3-3:30 PM.

No one showed up till 4 PM, and no communication.

I called back, and the answer is technician won't be there for several hours, at least until 7PM. Don't know when.

Is that how a technical repair appointment works?

They are not great at letting you know when the techs are running late or have to cancel.  Some techs are nicer and try to call you directly to let you know.
