I was wondering what happened to Universal Sports in the Central PA area? If you go to the Universal Sports web page and search for carrier it does say we are suppose to have it of 464, and when you search the TV box it is not there? Does anyone know if they drop the channel or never had it?

I did a search on the Verizon website for the Harrisburg area (I don't know if that is close enough to where you are in "Central PA"), and I found that "Universal HDTV" is on channel 567 and you must have either the Extreme or Ultra package to get it. I don't know if that is Universal Sports like you are asking for or a different channel entirely, but if it is, try that out and see if that helps.
Is Universal Sports a sub channel of some local channels? If so, it would all depend on if the said local channel puts it out as one of their sub-channels (which as you said would be in the high 400's).
I am guessing that you are referring to the NBC Olympic sports channel and not the Universal HD Channel. I am not aware of it being available in central PA unless you have over the air capabilities and/or some type of converter box. I think it is on something like channel 49.2. It is a subchannel of NBC, and I am not aware that Verizon carries it, even though the Universal website says it is on.
I think your best bet is to call Verizon and tell them that the Universal website says it is available from Verizon and see if you get an answer. If you do, please post it here.
I did a little more digging, and while it says Universal Sports in available on Verizon Fios on channel 464, it appears that is only in the Philly and Greater Washington areas. I got this from the Universal Sports website:
