I am planning to be in Puerto Rico and wanted to know if I can watch my TV programs through the FIOS MOBILE APP?

Probably not.
When I have travelled, I get a message saying it can only be used in US.

Worked for us in Rincon, Puerto Rico as PR is part of the United States. We were able to stream even our local channels.
