It is possible to skip forward and backward by a preset time period (seconds) while using the DVR function. Do on-demand shows have the same capability?

No for MOST VOD. Some actually do allow it, but it is up to the content provider and most have chosen to deny FF and Skip forward.
my VOD allows skip/Rewind, except that the interval is 10 minutes each way and I don't see a way to set it to 30 seconds. any idea how?
I haven’t found a way to fast forward or skip commercials while watching VOD with FiOS, I see the reason given is content provider does not allow it— what I don’t understand is why with Comcast you are able to skip commercials Or forward ahead when picking up a VOD show again using the page forward arrow (skips about 5 -10 minutes with each registered push) while watching any VOD show. Wondering why Comcast has that functionality but Verizon FiOS does not—Assuming the content provider would have the same request for both providers.
Have you tried it recently with the same show?
I have tried cox and they limit similarly like FiOS.
Usually it ius the major broadcast networks.
