WLIW aspect fluctuation

WLIW keeps (21) switching between widescreen (letterbox) and SD. This is very annoying. Is this a FIOS issue or a broadcast issue?

WLIW. They don't have all widescreen content. They recently went HD on channel 470.
They have chosen to letterbox the HD content if you watch the SD feed on channel 21.
Obvious best to watch on channel 470 if you have a HD STB
