Why are the broadcast channel #s changing the DC metro?

Can anyone please explain WHY Verizon would move the channels numbers for the DC metro broadcast channels from something meaningful (504 for ch 4, 505 for ch 5, 507 for ch 7, and 509 for ch 9) to something completely non-meaningful (516, 517, 518, 519)???

Basically, they're trying to group the Baltimore locals in one place and the DC locals in another.

Two thoughts leap to mind:

1. Verizon is trying to fix a problem that does not exist.  I doubt many people in either market are real upset by the current groupings.

2. They have some technical, contractual or political reason to separate the channels.  Maybe the channels in DC don't like having the Balitmore stations next to them, or vice versa.
