Why is a major network that's a free local channel missing on the app?

I find that hard to believe when TWC and Optimum has it. This is a free local channel.

"Free" local channels are not free anymore.  That is why Verizon added the "FiOS TV Broadscast  Fee".  Perhaps they have not been able to reach an agreement with CW11?

They carry CW11 on the STB (or at least did when I disconnected my NY service last year).  But it is a separate negotiation on carrying such channels on the Mobile App.  Clearly, from what OP said, they currently don't have access.
