cannot stream DVR when out of home

So I have the VMS1110 DVR from Verizon. I can record shows, I can play them back to my TV. I can use the My FIOS app on my iphone 7 to watch over Wi-Fi when at home.
However, when I am out of the home I cannot stream DVR recordings to my iphone. Does not matter if I am on LTE (VZW) or on a Wi-Fi hotspot. I get a VMS_1037 error. I have tried searching what this error means without success.
Anyone else have this issue or a suggested fix?
