"Adult titles blocked "option not working

In parental controls, the option for "Adult titles blocked" and "purchase PIN enabled" is set to NO and I can't switch it because the option is inactive but the "maximum tv rating option" works.. need help in blocking Adult titles.

Has anyone ever replied on how to resolve this issue?

Activate it.  Activate parental control first.  Then activate purchases controlled by pin (you want this any way)
