Can the Ellipsis make phone calls?

The ellipse has a SIM card can I make a phone call with it?

No.  The SIM is only used to identify the tablet with the network.,  The phone number assigned to the device is more like a device ID and less like a phone number.  You CAN make calls using the tablet with google Voice or Hangouts, Skype, etc... but NOT traditional calls from your actual phone number.
