That update was released on 05/17/2016. You should have received it. If not, I would manually check for an Software Update.

Can you get online to any site (via cellular)? Is it only the Verizon server you are having difficulty accessing?
If it's all sites, perhaps the SIM card is defective and needs to be replaced. They are free at a corporate store.
