my elipsis 7 starts up but doesn't display anything. It also won't show any movement on the battery when turned off.

My Elipsis 7 starts up when I do power and volume down and I see the welcome part but then it just sits there with a blank screen.  Also when it is off and plugged in there is no movement on the battery icon.
