2007 Outlook email fail

Email was working fine the a couple hours later when trying to send/receive got error message "outlook cannot connect to outgoing smtp email server.  Any ideas?

The do this every 30 to 60 days, it seems.  Always a different fix to be found, taking hours of web searching for someone who solved it.  Never Verizon, of course,

Reason:  Incompetent IT department and web progammers.
